Abstract


In this paper, the author seeks to broaden theoretical approaches to understanding poverty. He argues that conceptualizing poverty through the lens of economic, social and cultural rightssecond generation of human rightsis no longer effective. For the poor, poverty does not solely mean the lack of basic resources. It implies a sociological and anthropological condition that forces upon them a set of survival choices that, in turn, compromise their lives. Grounding his approach on Amartya Sens work, the author suggests that, to fight the endemic of poverty, it is imperative to implement alternative public policies that reinforce the capabilities of the poor to determine and create what rights they need. and how to pursue them.
