Kissinger's memorandum, drafted by ROGER MORRIS, sketched the background of the Biafra relief problem, the current situation, the interplay of relief and diplomacy, and where other nations stood, and recommended that the President sign a NSSM that would get the bureaucracy moving toward consideration of alternate Biafra relief programs. Tab C is National Security Study Memorandum 11, Washington, January 28, 1969.
